I happened to Google Joe last week and was crushed to see that he had passed away. I dreamed about him last night. When we learned about Joe's illness in Ottawa in the 1990s I lamented that Joe's was a very cruel God to strike down one of his sweetest and most virtuous servants. His God generously kept Joe with us for a long time to do so much good work and to raise his family. To Laurie and the family I send my deepest sorrow.

I knew Joe both as a teammate on the soccer team and as a colleague at the U of S. In both capacities Joe shone as a leader. On the field he kept the team together, calling out encouragement, mentoring inexperienced players, and gently challenging us all to keep supporting each other. As a colleague he was dedicated to his craft and unfailingly generous with his time and advice. I will miss his wise counsel and positive spirit. My condolences to the family.

Sending my condolences to the family and friends during this time.
I have worked at the University for over five years, and some of my fondest memories are of Joe. I never worked directly with him. But, if he saw me, he always would ask how I was, how work was going, what I had planned for the summer, etc. He was such a light on campus. I feel lucky to have known him.

Dear Family
I am a current student of Professor Garcea. I was experiencing difficulties and sent an email asking for advice and or assistance. Professor Garcea called me from the hospital. He was incredibly kind and compassionate and motivated me to continue with my studies at the University of Saskatchewan. He spent time with me discussing my concerns and was a really positive role model. I am so sorry for your loss but I wanted you to know he definitely touched my life in a positive way.

For many years I drove to Saskatoon on a handful of Mondays each year to participate in a course given by Roy Romanow. Many of these trips included a visit with Joe in his office next door; they were a wonderfully enjoyable part of these trips. - the conversations were simultaneously deep and light, sombre and witty and always marked by Joe's great intelligence and the waves of concern, kindness and warm solidarity. Sympathies to Joe's family over this hard loss - especially to Gus - our wonderful and bright student..

Joe has always been in our lives through his Dear Sister Concetta (Connie)

We are heartbroken at the loss of an incredible person we are blessed to call our uncle. I have many fond memories of uncle Joe. One was spending time with him in Jasper with our family as young teens. He was the friend everyone wanted to have - loyal, outgoing, and full of life. He left us with a rich legacy and has taught many about respect, life and love. Our sincerest condolence to his precious and loving family - his wife, aunt Laurie, his children, Giustino, Michele, and Maria whom he all loved more than life. On behalf of the Chapman family, our deepest condolences to Laurie and the children at this very difficult time. A memory I'll carry is picking up Maria for soccer games or dance classes and greeting Joe in the river heights home. While it was a typical busy house with everyone going in five different directions, there was "Prof Joe", surrounded by text books and stacks of research papers amidst a flurry of activity. Joe would greet you with a warm smile/calm demeaner then put everything down and take time to have a genuine conversation. RIP Joe.

I am stunned to learn of Joe's passing. In the years that I worked in the Political Studies Department as a Sessional Lecturer, Joe was both a friend and an advisor. Even now far away, I still miss his gentle presence. Joe is someone Lenore and I admire greatly. We feel a tremendous amount of sadness and our hearts go out to you Laurie and your family. Joe was brilliant, kind, passionate and so supportive. He was our mentor. This started with his work on the Task Force for Municipal Legislative Renewal. He demonstrated tremendous courage, talent and grace amidst remarkable public resistance.
